US judge blocks Trump freeze on federal aid spending

"I think there is the specter of irreparable harm," District Judge Loren AliKhan said at an emergency hearing. Another hearing is scheduled for Monday. Implementation of the funding freeze is on hold until 5:00 pm (2200 GMT) on that day.
